What "editing" a PDF actually means

PDF was designed as a fixed, print-like output format, not an editable document format the way a Word file is — so "editing" a PDF in a browser tool typically means one of several distinct operations: adding text or annotations on top of the existing page, merging or splitting pages across documents, rotating or reordering pages, or filling in existing form fields. It generally doesn't mean reflowing the original paragraph text the way a word processor would, since the underlying PDF content model doesn't store text as an editable flowing document the way a .docx file does.

Why some PDFs are easier to edit than others

A PDF exported from a word processor with real text (not a scan) usually has selectable, extractable text layers, making annotation and light editing straightforward. A scanned document, by contrast, is really just an embedded image of a page — there's no underlying text to select or edit at all unless it's been run through OCR (optical character recognition) first to detect and layer readable text on top of the image. This distinction explains why some PDFs let you highlight and edit text easily while others only allow drawing or stamping on top of a static image.
